Its main purpose was to strengthen old buildings built before 1980 against earthquakes, but in practice it has also become a tool for significant upgrading of buildings and the quality of life of residents<\/span><span id=\"E395\">.<\/span><span id=\"E397\"><br \/>\n<\/span><span id=\"E398\">Over the years, two main tracks have been created \u2013 Tama 38\/1 (strengthening and thickening of the existing building) <\/span><span id=\"E400\">and Tama<\/span><span id=\"E402\"> 38\/2 (demolition and reconstruction) \u2013 when the second track has become the most popular due to its clear advantages<\/span><span id=\"E403\">.<\/span><\/p>\n<p id=\"E404\" class=\"x-scope qowt-word-para-1\"><span id=\"E405\">In this article, we will review the principles of the plan, examine the differences between the two tracks, understand the advantages and disadvantages of each, and present the right way to manage a successful and safe Tama 38 project<\/span><span id=\"E406\">.<\/span><\/p>\n<div id=\"contentsContainer\" class=\"style-scope qowt-page\">\n<div id=\"contents\" class=\"style-scope qowt-page\">\n<h2 id=\"E446\" class=\"x-scope qowt-word-para-2\"><strong><span style=\"color: #355c6d;\"><span id=\"E447\">What is Tama 38 and why was it created<\/span><span id=\"E448\">?<\/span><\/span><\/strong><\/h2>\n<p id=\"E449\" class=\"x-scope qowt-word-para-1\"><strong><span id=\"E450\">Tama 38<\/span><\/strong><span id=\"E451\"> (National Outline Plan for strengthening buildings against earthquakes) was designed to provide a solution for old buildings built before the entry into force of the <\/span><span id=\"E453\">seismic<\/span><span id=\"E455\"> building standard<\/span><span id=\"E456\">.<\/span><span id=\"E458\"><br \/>\n<\/span><span id=\"E459\">Instead of obligating apartment owners to bear the costs of strengthening the building, the state offered an incentive to entrepreneurs: the right to add floors and new apartments in exchange for strengthening or demolishing and rebuilding the structure<\/span><span id=\"E460\">.<\/span><\/p>\n<p id=\"E461\" class=\"x-scope qowt-word-para-1\"><span id=\"E462\">The residents, for their part, enjoy a new or improved apartment, with a security room, balcony and parking, without paying anything for it<\/span><span id=\"E463\">.<\/span><span id=\"E465\"><br \/>\n<\/span><span id=\"E466\">The result is a <\/span><strong><span id=\"E467\">Win-Win<\/span><\/strong><span id=\"E468\"> situation \u2013 <\/span><span id=\"E469\"> <\/span><span id=\"E470\">the city is renewed, the buildings are strengthened, and the residents receive a significant upgrade in the value of the property and the quality of life<\/span><span id=\"E471\">.<\/span><\/p>\n<h2 id=\"E476\" class=\"x-scope qowt-word-para-2\"><span style=\"color: #355c6d;\"><strong><span id=\"E477\">The difference between Tama 38\/1 <\/span><span id=\"E479\">and Tama<\/span><span id=\"E481\"> 38\/2<\/span><\/strong><\/span><\/h2>\n<p id=\"E482\" class=\"x-scope qowt-word-para-1\"><span id=\"E483\">There are two main tracks for carrying out projects according to Tama 38<\/span><span id=\"E484\">:<\/span><\/p>\n<p id=\"E485\" class=\"x-scope qowt-word-para-2\"><strong><span id=\"E486\">Tama 38\/1 \u2013 Strengthening and thickening<\/span><\/strong><\/p>\n<p id=\"E487\" class=\"x-scope qowt-word-para-1\"><span id=\"E488\">In this track, the existing building <\/span><span id=\"E489\">is not demolished<\/span><span id=\"E490\">. <\/span><span id=\"E491\">The entrepreneur strengthens its foundations, adds security rooms, an elevator, balconies and sometimes a floor or two<\/span><span id=\"E492\">.<\/span><span id=\"E494\"><br \/>\n<\/span><span id=\"E495\">The works are carried out while the residents continue to live in the building \u2013 and therefore it is a long, complex and sometimes disturbing process in terms of living comfort<\/span><span id=\"E496\">.<\/span><\/p>\n<p id=\"E497\" class=\"x-scope qowt-word-para-1\"><span id=\"E498\">The main advantage of this track is a relatively short planning procedure, but the economic feasibility for entrepreneurs is limited, since the number of apartments that can be added is very limited<\/span><span id=\"E499\">.<\/span><\/p>\n<p id=\"E500\" class=\"x-scope qowt-word-para-2\"><strong><span id=\"E501\">Tama 38\/2 \u2013 Demolition and reconstruction<\/span><\/strong><\/p>\n<p id=\"E502\" class=\"x-scope qowt-word-para-1\"><span id=\"E503\">In this track, the old building <\/span><span id=\"E504\">is completely demolished<\/span><span id=\"E505\">, <\/span><span id=\"E506\">and in its place a new and modern building is erected, with new infrastructure, underground parking, elevators and an upgraded lobby<\/span><span id=\"E507\">&#8211;<\/span><span id=\"E508\"><span id=\"E509\">.<\/span><span id=\"E511\"><br \/>\n<\/span><span id=\"E512\">This is the most common track today, as it offers a comprehensive solution \u2013 both strengthening against earthquakes and renewal of the entire living environment<\/span><span id=\"E513\">.<\/span><span id=\"E515\"><br \/>\n<\/span><span id=\"E516\">The residents receive a completely new apartment, usually larger than the previous one, with all the conditions of modern construction<\/span><span id=\"E517\">.<\/span><\/span><\/p>\n<h2 id=\"E522\" class=\"x-scope qowt-word-para-2\"><span style=\"color: #355c6d;\"><strong><span id=\"E523\">Why projects on the Tama 38\/1 track have become rare<\/span><\/strong><\/span><\/h2>\n<p id=\"E524\" class=\"x-scope qowt-word-para-1\"><span id=\"E525\">In the last decade, most entrepreneurs and local authorities prefer to promote <\/span><span id=\"E526\">demolition and reconstruction projects<\/span><span id=\"E527\">.<\/span><span id=\"E529\"><br \/>\n<\/span><span id=\"E530\">The reasons for this are clear<\/span><span id=\"E531\">:<\/span><\/p>\n<ul>\n<li id=\"E532\" class=\"qowt-li-2_0 qowt-list x-scope qowt-word-para-1\" role=\"listitem\" aria-roledescription=\"Bullet\"><strong><span id=\"E533\">Low economic feasibility<\/span><\/strong><span id=\"E534\"> on the reinforcement track alone \u2013 due to the limitation of adding apartments<\/span><span id=\"E535\">.<\/span><\/li>\n<li id=\"E536\" class=\"qowt-li-2_0 qowt-list x-scope qowt-word-para-1\" role=\"listitem\" aria-roledescription=\"Bullet\"><strong><span id=\"E537\">Damage to the quality of life of the residents<\/span><\/strong><span id=\"E538\"> during the renovation, as they remain living in the building during the works<\/span><span id=\"E539\">.<\/span><\/li>\n<li id=\"E540\" class=\"qowt-li-2_0 qowt-list x-scope qowt-word-para-1\" role=\"listitem\" aria-roledescription=\"Bullet\"><strong><span id=\"E541\">Old infrastructure<\/span><\/strong><span id=\"E542\"> long term<\/span><span id=\"E558\">.<\/span><\/p>\n<h2 id=\"E563\" class=\"x-scope qowt-word-para-2\"><strong><span id=\"E564\" style=\"color: #355c6d;\">Implementation stages in a Tama 38\/2 project<\/span><\/strong><\/h2>\n<div id=\"contentsContainer\" class=\"style-scope qowt-page\">\n<div id=\"contents\" class=\"style-scope qowt-page\">\n<p id=\"E565\" class=\"qowt-li-0_0 qowt-list This process sometimes includes objections, but it is a necessary step before the start of construction<\/span><span id=\"E600\">.<\/span><\/p>\n<p id=\"E601\" class=\"qowt-li-0_0 qowt-list qowt-stl-a9 x-scope qowt-word-para-2\" role=\"listitem\"><span id=\"E602\"> <\/span><strong><span id=\"E603\">Evacuation of residents<br \/>\n<\/span><\/strong><span id=\"E605\">Upon receipt of the permit, the residents are evacuated from their homes for the construction period. The entrepreneur is required to pay them <\/span><span id=\"E606\">rent<\/span><span id=\"E607\"> for an alternative apartment for the entire period of the works<\/span><span id=\"E608\">.<\/span><\/p>\n<p id=\"E609\" class=\"qowt-li-0_0 qowt-list qowt-stl-a9 x-scope qowt-word-para-2\" role=\"listitem\"><span id=\"E610\"> <\/span><span id=\"E611\"><strong>Construction and delivery<\/strong><br \/>\n<\/span><span id=\"E613\">The construction period is usually about two to three years. At the end, the residents receive completely new apartments in a new building with all the required approvals<\/span><span id=\"E614\">.<br \/>\n<\/span><\/p>\n<h2 id=\"E619\" class=\"x-scope qowt-word-para-2\"><span style=\"color: #355c6d;\"><strong><span id=\"E620\">Main advantages of Tama 38\/2<\/span><\/strong><\/span><\/h2>\n<ul>\n<li id=\"E621\" class=\"qowt-li-3_0 qowt-list x-scope qowt-word-para-1\" role=\"listitem\" aria-roledescription=\"Bullet\"><strong><span id=\"E622\">New apartment at no cost<\/span><span id=\"E623\"> <\/span><\/strong><span id=\"E624\"> <\/span><span
